CASA is seeking applicants to join the Regulatory Oversight Division who are ready to use their fixed and/or rotary wing aviation experience in an Inspector role within the Regulatory Services or Surveillance Branch. We are seeking candidates who work collaboratively and cohesively with their colleagues, peers and regulated entities conducting aviation operations nationally and internationally in accordance with CASA’s obligations under the Civil Aviation Act 1988 (the Act).

The successful candidates will have the requisite fixed wing and rotary experience (generally not less than 5,000 hours as a pilot-in-command of civil or military aircraft) and previous appointments either in operational management as an airline pilot, designated examiner or training instructor, or as a military pilot where equivalent experience in civil air transport operations would have been acquired. About the roles

FOIs perform flying operations duties that may include, but not limited to surveillance, make assessments and recommendations for appointments, licenses and certificates, provide regulatory advice and undertake regulatory services that support the development of operational methods, policies, practices and standards.


FOI’s may develop and research aviation safety policy and recommend and process new standards, regulations and associated guidance material for the full spectrum of matters relating to the operational aspects of aircraft. Reporting to a Manager in our ROD teams, these roles will work within a locally managed team of CASA Inspectors working collaboratively and cohesively.

These roles require an understanding of various aviation industry sectors, civil aviation legislation hierarchy and supporting material. These positions are identified as safety sensitive. The incumbents may be required to perform, or be available to perform, safety sensitive aviation activities, as defined in the relevant regulations. Inspectors are responsible for applying technical knowledge to resolve queries, and/or leading and participating in surveillance events in accordance with CASA policy and procedures to ensure effective oversight of regulated industry participants.

The CASA Inspector - Flight Operations (FOI1) works under limited direction and demonstrate and exercise both initiative and judgment in the provision of accurate technical knowledge and expertise. The Senior CASA Inspector – Flight Operations (FOI2) works under general direction and demonstrate and exercise both initiative and judgment. This includes providing highly developed technical knowledge and expertise in complex, or unusual matters where existing standards, policies and procedures may not cover the circumstances. Responsibilities for CASA Inspectors, increasing in complexity and scope for Senior CASA Inspectors and within their appropriate technical discipline, may include the following (depending on the function assigned):

  1. Plan and conduct regulatory service or surveillance activities in accordance with CASA policy, guidelines and standards.

  2. Interpreting analysis of trending reports and pursuing remediation activities to address high risk trending results.

  3. Provide input to the ongoing continuous improvement of surveillance process, procedures, and standardisation.

  4. Working closely with CASA staff to address specific safety information, education and training issues arising from surveillance and other regulatory services activities.

  5. Maintaining knowledge of civil aviation legislation, regulations, policies and reporting requirements, Australian and international standards, quality assurance procedures and best practice models.

  6. Supporting the provision of oversight as a member of a nationally dispersed team and across the division to drive successful CASA stakeholder outcomes.

  7. Managing compliance processes including data analysis and produce intelligence reports in line with CASA standards.

  8. Encouraging industry to comply with its obligations to maintain high standards of aviation safety through education, training, industry forums and timely aviation safety advice.

  9. Providing on the job training for CASA Inspectors in their respective discipline.

  10. Complying with standard business processes in line with CASA standards and identifying and recommending modifications to operational policies, procedures and standards.

  11. Ensuring accurate records and information is maintained supporting all regulatory activities and team reporting requirements.

  12. Exercising prescribed delegations in accordance with CASA policy and good administrative decision-making processes.

  13. Modelling and promoting workplace safety, equity and diversity, participative management and environmental management in the workplace and acting in accordance with CASA’s values and behaviours.

About the branches

The Surveillance Branch performs scheduled surveillance, proactive campaign surveillance and response events based on available safety risk information. The Branch undertakes assessments of compliance against the legislation and mandated standards in a range of ways, including on-site and desk-based audits.

Assessment of ongoing compliance is performed by CASA Inspectors. Inspectors conduct an objective assessment of ongoing compliance against the legislative requirements and CASA policies. Noncompliance is managed by drawing on a range of regulatory responses in a proportionate, fair and safety-risk based manner.

The Regulatory Services Branch carries out assessment and recommendation on applications for appointments, licenses and certificates. The Branch also provides regulatory advice and undertaking regulatory services that support the development of operational methods, policies, practices and standards. Our ideal FOI1 candidates

Our ideal candidates for FOI1 must demonstrate the following:

  • Technical civil or military equivalent qualifications that can be considered relevant to the role (for example Flight Training Examiner, Instructor rating, Check Pilot approval, etc.).

  • Extensive supervisory experience in aviation (for example checking and training, Chief Pilot, Chief Flying Instructor, Flight Examiner, Approved Testing Officer) or an equivalent national aviation authority.

  • Strong understanding of Australia’s civil aviation legislation with a focus on flight operations and their application in a regulatory environment.

  • Strong stakeholder management skills including the ability to liaise with stakeholders and provide well-considered responses to complex matters.

  • Demonstrated high level written and verbal communications skills with the ability to interpret complex information and present effective arguments in a timely manner.

  • Ability to analyse and interpret data from a wide variety of digital platforms and simplify technical information for non-technical audience as required.

  • Ability to independently exercise judgement in handling complex queries and share information with other team members to achieve outcomes.

  • Relevant tertiary or professional qualifications.

Our ideal FOI2 candidates

In addition to the above, to be considered suitable at the FOI2 level, you must also demonstrate the following:

  • High level understanding of flight operations regulations and Australia’s civil aviation legislation, with a focus on flight operations and their application in a regulatory environment.

  • High level knowledge of project management principles.

  • A high-level understanding of quality assurance and risk management principles.

  • Demonstrated experience handling complex and ambiguous situations systematically.

  • Demonstrated experience delivering high quality service ensuring outcomes meet corporate objectives.

Eligibility requirements

  • At minimum, prospective CASA employees must undergo pre-employment screening. You must be willing to provide required information to successfully undergo a police record check.

  • Must be an Australian citizen or permanent resident and the occupant of the position must have the ability to obtain and maintain an entry level security clearance.

  • As this position is safety sensitive, you may be required to undertake pre-employment alcohol and drug tests as part of CASA’s Alcohol and Other Drugs Policy. If you are the preferred candidate, your offer of employment will be conditional on the drug and alcohol tests being completed and the verified results being received and accepted by CASA as meeting the requirements of the position.

  • Aviation Security Identification card (ASIC) or have the ability to obtain and hold one.

Minimum requirements for FOI1:

  • Hold an Air Transport Pilot Licence or Commercial Pilot Licence (Helicopter Category Rating)

  • A current Class 1 medical certificate.

Minimum requirements for FOI2:

  • Hold an Air Transport Pilot Licence (Helicopter Category Rating)

  • Hold or have held a Class 1 medical certificate

  • Have had Medium/heavy transport category helicopter experience in an offshore or military background.
